When it turns, it blows air away on the outside of the disc, and creates a low pressure point in the inside, which creates the suction (air flows from higher pressured areas to the lower pressured ones - think about winds the weather) The propeller is actually part of an entire system, which is connected to the motor and is designed to create as much suction as possible by its shape.
