Q: I have several 6v 4.5a sealed lead acid batteries. I would like to hook one of them up to a solar panel and have it stay charged from the solar panel all the time, but not overcharged. Is there a simple way to do this with an IC or something? I am only a beginner with circuits so I want it to be something very easy to make. Basically, I want it to stay charged all the time so it's available if I need it for a power out or something.Thanks.
What I would suggest is that you find a panel that is rated for 00 mA, at any voltage higher than 8 volts. A 2 or even 8-volt panel will do, because the voltage will drop to match the battery. Then I would get a diode to put in series with the panel to prevent the battery from discharging through the panel at night. That's called a blocking diode. At such low currents, a charge controller is not worth it. There is not enough power to overheat the battery, which is principally what a charge controller protects against in a larger system. Be aware that you could also simply plug a trickle charger for the battery into the wall outlet, at a cost of less than a penny a day in electricity.
Q: I want to buy a solar panel to charge deep cycle batteries and charge electronics off the DCB. I don't know how to wire everything up though or what materials ill need. Inverter? Gauge of the wire? Ampmeter?
It does not matter if you father is a electrician he must be a fully qualified solar installer or you will not receive any money from the government. You need more than just solar panels you need regulators, grid interaction devices and array controller. 5KW installation is large and will cost around $5000 for the panels then around 5000 for controllers and equipment needed and then there are the basic materials such as rails, junctions, cables etc Total cost is approx $5,000

You need more panel because it will take more than ones worth of sunshine to charge this battery so the battery will need to sit over night and wait to continue the charge. clouds will make the problem even worse. I use 24 - 00 Ah batteries with a 3500 watt system and I am using a 48 volt system. So my Ah = 24 X 00 / 4 = 600 Ah but this is at 48 volt so the watt hours are the same. But My computer puts the power where it is needed automatically. You have 25 watts for at best 0 hours per day = 250 Watt hours per day. That battery needs at least 200 x 2 = 2400 watt hours that does not take efficiency of any of the systems into account. As you can see this battery may never charge completely.

You can't make a solar panel to generate any reasonable amount of electricity from that. You need a semiconductor to start with, in order to have something that can generate free charge carriers(electrons and holes) from photons. Then you need a junction which can separate the charges. In principle you could make a Shottky Diode solar cell from copper if you could find a doped semiconductor to bond a sheet of it to the copper. To form a decent electric field there should be a significant difference in work functions between the copper and the semiconductor, this will generally require the semiconductor to be doped. On top of this you would need a transparent conductor (most used are things like ITO or other 'TCOs' - Transparent Conducting Oxides) to be the top electrode to inject replacement charges into the semiconductor to replace the effect of recombination current. In summary, it's difficult to DIY. You generally need complicated machinery to get decent crystal growth and/or doping.
