So there is no access above the ceiling, like a crawl space? If you cannot get above the ceiling to look then it will be difficult to determine, what you have or don't have up there. You may want to consult an insulation company for help. They may have ideas to blow in additional insulation. The spray foam that is on the link left by the other person is a foam sprayed on the roof decking and rafters when you have complete access to them. The person below me brings up another point, can you add any soffet vents to help with air flow?

The reason you do not put insulation directly on the underside of your roof is all about moisture and mold. You need an air gap between the roof and the insulation and allow it to breath. This prevents moisture from condensation that can cause big problems. You could install a radiant barrier that reflects the heat. Do a google search to learn more about it. You could install and attic fan to suck the hot air out in the summer. Most important is to make sure the insulation on the attic floor is the proper thickness.

The attic will always be warmer than the house--that's the point of the insulation--to separate the heat in the attic from the cooler air in the house. However, to improve it even more, add insulation on the ceiling joists (not the roof rafters). Make sure there is plentiful ventilation in your attic (when the wind blows, you should feel it blowing inside your attic). Eave vents, ridge vents--it doesn't really matter which ones you use--but you have to have enough for the air to really flow.
