- Title question... We cannot know what time sense light has. We cannot apply the Lorentz transforms to anything moving at c, and there are no reference frames moving at c. First statement... Nothing can travel at the speed of light, that has mass, and experiences time. Second question... We cannot tell how old light is. If we were God-like and traveled with light, it would be a stationary EM field. It does respond to polarizers, gravitational wells and such, not infinitely but proportionately. - Small amounts, yes. Fluorescent lights work by running an electric charge through a glass tube, the excited electrons emit energy as UV light. The tube is filled with particular gases and the inner surface of the tube is coated in various phosphors and other chemicals. As the UV light hits these gases and phosphors, the light is converted into longer wavelength (lower energy) light which we see as visible light. You will sometimes see fluorescent lights with no powder coating, these are used for UV sterilisers both for medical and aquarium/pond purposes.

- you will need a flash light bulb attach one end of the metal strip to the neg teminal of the battery and the other end to threaded base of the bulb. attach one end of the 2nd metal strip to the neg teminal of the battery. when you touch the other end of the 2nd metal strip to the base of the bulb, the bulb should light I would use Aluminum foil strips. since most flashlights use 2 batteries, you may need to tape 2 batteries together. make sure the + terminal of 1 battery is touching the - terminal of the 2nd battery
