In laymans terms, you are screwed! Naw, just kidding! under the sink and on the back side there are two lines attached to the faucet. Use a crescent wrench to loosen the connectors (turning them to the left as you are looking at the back of the sink. (make sure the supply water is off). After removing them, there will be a nut on each side of the faucet loosen and remove them. Set the new faucet in place and reverse the actions. Now you are a plumber!

I think that U are describing that U cannot reach or even see the nut. there is a special wrench made called a plumbers wrench. It is a steel post about ten inches long. The top of the post has a set of horizontal jaws like those on a pipe wrench. The bottom of the post has a long rod that provides leverage so that U can turn the wrench from below. To turn the wrench in the other direction the jaws can be flipped over. Now U know why plumbers earn the big bucks ~~~~~~~ I try to not turn the water valves off in the bathroom. The valve often starts to leak and can be very difficult to change. Turning off the water from outside of the house leads to many other compllications though.

'Wired has it right, but forgot: Measure the 'hole pattern' in your existing sink/countertop and be sure that the replacement you buy has the same pattern. There are different numbers and spacings of those holes. It's maybe a two hour job for an experienced plumber. You should be able to do it in less than a day.

You don't mention what your cat eats. If your cat eats dry food then you really do have a problem but if he eats an all wet diet the water he is getting should be sufficient. In nature our cats' ancestors got all their water from their prey, which is about 70% water. So cats don't have much of a thirst drive since they are made to get their water from their food. When the cat eats dry food this becomes an issue because cats do not have sufficient thirst drive to make up the difference. Even though they may drink more on dry food they do not drink enough to make up the difference. If he eats dry food one solution then would be to switch him to a 100% wet diet. Another solution would work if he will drink water from the bathtub tap. You could let it trickle with a basin under it. That way you wouldn't waste the water - you could still use it to wash dishes, water plants, or to flush the toilet. You could also rig your own fountain type of thing. You would need to buy a submersible pump made for small garden pools. They come with tubing or you can get tubing from wherever you get the pump. You get a clamp for the tubing to regulate the flow. The type you'd need would be fairly cheap because you'd be looking for one with a very low maximum flow rate that is one for very small pools.
