If you want it done right, then have it transited and staked by a surveyor, then graded by an excavation company. A good landscaper should be able to do this as well using laser levels or even string levels. Make sure you are specific in your contract what you want done and they are an experienced and reputable company with good references. I think you should change the sand type. A fine grounded sand would probably work. You should check with a local pet store and see what they use just in case though.
