- How many verticle I beams are you using? The foundation needs to go below the frost line. The strength depend on exact conditions of soil etc. However 1 meter does not seem deep enough for that size sign. But it depends on the spacing of the I beams. Also depends on where the sign is and what damage it may cause if it blows over.

- People don' t dig water wells anymore they drill them. It is safer and cheaper. Safer while you are making the well and safer once you are finished. You could hire an oil well drilling rig and have them drill a hole that deep that would be 24 to 36 inches in diameter. You would then have to insert a steel casing to keep the hole from collapsing. Keeping the integrity of the hole will always be your biggest problem. You can rest assured that unless you turn this over to a professional it will not go smoothly.
