Look for the motor Type listed on the nameplate. Each US motor type has a corresponding locked rotor KVA in the National Electric code. Starting current = locked rotor KVA/voltage.
Q:New AC to DC idea, but will it work?
Yes, it will work, but it's not nearly as efficient as the traditional method of a bridge rectfier and capacitor bank. The AC motor will not be more than 90% efficient, and the DC generator will not be more than 90% efficient, so the whole assembly will not be more than 81% efficient. The bridge rectifier/cap bank will easily be more than 95% efficient.

Your mixer motor is just getting old and worn out. My best advice for you is to get another mixer. The copper winding have deterioated over the years and the coating over the wires has burnt off and is starting to short the motor out. The is no economical fix for this unless you completely rewind the motor. Have a big wallet ready because it will cost more than a new one.

That is not going to work. It sounds like an induction motor. The speed is controlled by the frequency of the supply. To get a speed less than 1/10 of normal, you would need to generate a frequency less than 5 Hz. If you did that, the efficiency of the motor would be horrible. Even if you managed with that, you would still have problems. Most A.C. single phase motors rated at more than a few tens of watts use a 'centrifugal switch' to disconnect the starting windings when the motor is running. It certainly would not operate at that speed. Your motor would cook. Sorry.
