A PV module is a packaged, connected assembly of solar cells. Q:Are solar panels actually efficient?
Solar panels currently hook into the electric grid through a rectifier. If you were not into the grid, you would have a battery bank to use at night time. Wind works the same way, rectifier, and battery bank if you are not connected. There are communities in Europe that are wholly powered by solar now. There are computers that direct the panels into the direct sunlight for maximum efficiency. Look for them to be coming to your neighborhood soon.

You need an inverter to power things. For that, likely a 300W will do. For a TV, go shopping, and look at the labels on the back of the TVs. I just bought a 24 TV rated at 40W. If you get a 9 LED TV, it may be likely you can run that directly from battery, for many have separate DC brick supplies. With those, you can make a cable to power it directly from a 2V or so battery, if the supply can make 2 to 5V. Depending on your provider, you may be able to get a mini-decoder which uses a separate brick or wall supply, which means the decoder likely can be directly battery powered. Such a decoder may draw less than 20W.
Q:LED Lantern Charged via 6 volt solar panel?
If it has a 6 volt battery- is it marked 2 volts on an external plug? If so, there is a resistor inside to drop the potential the battery sees. The battery itself could be slipped out and recharged easily from your 6 volt panel. Just determine how much current (in Amps or Milliamps) the panel produces nominally and divide that into 4 and add one fourth of that length of time to make up for system losses. This will tell you how many hours it should charge assuming your starting voltage of the battery is above .5 volts. and the panel is at 3 volts potential or higher. So if your panel puts out amp at 0AM, you would charge for 5 hours. 4 divided by is 4 and one fourth of that is so 4 plus is 5. It is a little more involved than that, but as a rule of thumb. Also do not discharge tha lantern to the point of no light output. LEDs are efficient, but their current will add up. If it is suggest to be able to use the lantern for up to 8 hours on a charge, stick to that value. Lead acid batteries have best longevity when discharged only to 80 percent capacity. Once battery is charged- disconnect from charging source.
Q:Are solar panels only effective in places where there is an abundance of sunlight?
Solar panels generate power only during sunshine hours. But they only need sunshine, they don't like the heat, that comes along with the sunshine. So its a trade off, the places that have a lot of sun, also have a lot of heat, and places that do not have a lot of sun are not that hot. But you do need sunlight to run solar panels. There's a lot of tools available which can tell you how much power you are able to generate given your location.

solar cells are not rated in mah, they are rated in ma or amps. I'll assume this one is 50mA. Two in parallel will give you 300mA, so that will charge a 800mA-hr battery in 800/300 = 3 hours. Theoretically, in bright sunlight if the array is exactly at right angles to the sun's rays. The problem is, depending on the type of cells, the battery pack will need 8 volts or so to charge, and your solar cells won't deliver that. If the sun is at an angle, you may get only 3-5 volts. so you have to put them in series, so you will get only 50mA out of them, which will charge the battery in 6 hours of bright sunlight. Would two of my solar panels run this DC motor ? If the motor is .8 amps, you need the battery, the arrays are not near enough. Or are you attempting to replace the battery pack with the solar array? Your english makes that difficult to understand. If so, put them in parallel to get the 300mA, but that would run the .8 amp motor very slowly. If you had 2 of the solar panels, it might run at close to full speed if the sun is bright and shining directly on all the panels. But where did you get the .8 amps for the motor? The 800Mah rating of the battery has ZERO to do with the motor current. So the answer above is based on your number, which I suspect is totally wrong. .

Most solar panels have something called a charge controller on them. This prevents electricity from going backwards from the battery to the panel. Solar panels are rated at 2V but they do put out a little more than that during full sun operation. You didn't specify the size of your battery but it really doesn't matter. It comes down to your consumption of power. If you are only charging the RV battery so it maintains a charge when you don't use it very much, a 5 watt panel is fine. It will charge the battery and keep the small drains on the battery from making it go dead ( the clock radio, the theft deterrent system, etc use power even when RV is off) But if you are using the battery to run things when you are parked, you probably don't have a big enough panel. If you use a 30watt fluorescent light and a 00 watt laptop, you need 30 watts of power saved up every hour in your battery and that's with no inefficiencies. So if your panel puts out 5 watts an hour and you are using 30 watts an hour, you need 30 watts/ 5 watts = 9 hours minimum of charge time to run your stuff for just one hour. You probably need a panel of around a 00 watts to get any meaningful use of your battery. Plus, you never want to run your battery to full drain because it ruins the plates inside the battery. Watts = volts x amps. If you have 2 volts panels, you would charge at 8 amps with a 00 watt panel. This is a good charge rate. Any more than this and you risk warping the plates with too much heat.

I don't know the size of the panels or anything else about the project other than that. 50 years ago it would have been the U.S. conducting leading research in solar energy-especially in the U.S. Southwest.

Would that be Portland General Electric? I used to live in Beaverton. I think technology has not progressed enough for solar electric panels to be a good deal in that area. Too many clouds.
