Q:Are solar panels only effective in places where there is an abundance of sunlight?
Solar panels generate power only during sunshine hours. But they only need sunshine, they don't like the heat, that comes along with the sunshine. So its a trade off, the places that have a lot of sun, also have a lot of heat, and places that do not have a lot of sun are not that hot. But you do need sunlight to run solar panels. There's a lot of tools available which can tell you how much power you are able to generate given your location.
Q:How can a solar panel work for me?
Yes, it can. Now what do you expect out of it? It can reduce your electric bill by some amount. That amount depends on how many solar panels you install and how sunny your days are. You have to pretty much cover a roof to get a substantial electric reduction. There are 2 companies where I live that have installed solar panels and covered most of their roofs with them. They've reduced their electric bill by about 30%. It's expensive to do this. Don't expect a fast pay back. In fact you may save more by using solar heating panels for hot water than by using solar electric panels. I think it's cheaper as well.
Q:Why did the voltage of a solar panel drop significantly after putting it through a step down voltage regulator?
you cannot treat the open circuit voltage of a solar panel like a voltage source (like a battery.) the load response of the panel doesn't behave that way. small panels and panels that are producing less than about .5A are very happy to have their output voltage pulled down to whatever they're connected to (typically zero.) I observed the same phenomenon when i connected a 2V 725mA panel to a 2V 325mA fan -- the open circuit voltage of 5V dropped to 3V when connected to the fan, and returned to 5V when disconnected. The easiest workaround is to use 2V of rechargable batteries in parallel with the panel so that the battery holds the 2V potential difference and the panel just supplies the current. any excess current charges the batteries, so you might consider whether or not you need some type of charge controller to prevent burning the batteries via overcharging. there are actually very few applications of solar panels connected directly to circuits that i have seen that have any kind of robust performance -- if they work at all, they eventually die/burn themselves out in a couple of months. the best robust designs always have a rechargable battery and charge controller somewhere in the power circuitry to buffer the load circuit from the panel. .
Q:Solar Panels: How long will it be before solar panels are cheap & effecient enough so that everyone?
I know 4 families that not only power their entire homes with their panels (including their AC during the summer), they contribute electricity to the grid and have a negative electric bill. They also got a big rebate from our local electric company, SoCal Edison, for installing the panels. Maybe the worthiness of solar panels depends on how many days of sun the roof of your home gets during the year.
Q:how effective & efficient are home made solar panels?
Building your own panels can be an interesting experiment, but if you are looking for solar panels to provide significant, consistent output, you should buy factory made ones. I get lots of calls from people who built their own panels and get a fraction of the advertised output from them. Plus, factory built panels will last 40 - 50 years, with a 25 year warranty, how sure are you that you can build something that can withstand the outdoors for that long? The price of panels has dropped a lot this year, plus with rebates and tax credits, it's getting more affordable.

Solar water heating is low technology. There are do it your self plans for it all over the internet. There is no electricity involved. Simply laying a garden hose on the ground in the hot Sun can heat the water to really high temperatures. Just have a shutoff nozzle on the hose, turn on the tap and open the nozzle until water comes out and then close the nozzle at the end of the hose. Let the hose full of water sit in the sun for an hour or so and then open the nozzle and feel how hot the water is that comes out. Be careful, because it can be so hot you can get a burn! When the gallon or so that can fit in the hose has all come out and is replaced by other water from the tap, it will feel cold again. Close the nozzle and wait another hour to heat it up again. A solar hot water heater is just a very long coil of pipe in the Sun, maybe with a pump to slowly circulate water from a holding tank so you can make and store more hot water that fits in the hose. Solar electric power is completely different. It uses semiconductor devices called solar cells to make electricity directly from light. Many of solar cells are usually arranged into large panels to make larger amounts of power. In electricity, Watts = Volts * Amps. Battery capacity is usually measured in Amp-hours. Small solar panels are often designed to produce electricity at 2 volts. A 60 Watt, 2 volt panel makes 5 Amps of electric current, because 2*5=60. So if you use it to charge a 2 volt battery with a capacity of 5 Amp-hours it will take hour to charge. A 0 Amp-hour battery would take 2 hours to charge with the same panel.
