You can build a box using 1x or 2x lumber and plywood, depending on how big you need it. Then line the box with either egg crate foam or styrofoam. Both act as noise supressors. Be sure to allow room for ventilation if needed.

I just got out of that line of work... grade construction, actually. The biggest thing I've noticed... you remember all the immigrants who came over here and started work as laborers or doing the dirty work? Well those guys pretty much run all the machines now. I'm not trying to sound racist, but the problem there is that they're willing to work for far less money than a lifelong U.S. citizen. That makes companies not want to hire as many of us. Why would they? They're saving money.

a hydraulic system can use any fluid ... you need to worry about temperature raised within the fluid during operation, and how to dissipate. Also, large pressure changes could cause the fluid to evaporate

Looks like a fence tightener to me. The pulley with the chain stops is the working pulley and the cable pulley is the tightener. Just pull on the chain and the cable is pulled at the same rate, thereby tightening the cable on the fence. Just a guess though.

You over-constrained the problem. Why take it from earth at all? A recent probe has found that there is plenty of water ice inches under the surface of the polar regions. Drill a well, set off an explosion at the bottom to fracture the rocks, lower an electric heater, and pump out the water. In addition to providing drinking water, it can be electrolysized to make hydrogen and oxygen for rocket fuel. This can all be done with robotics and stockpiled for future human visitors.
