First of all, do not worry about creating a moisture barrier problemThese problems are more prominent with the use of plastic sheathing, etcNow, insulating your attic floor would reduce noise levels more than anything elseYou can get by by using a non-faced no paper backing R-19 Owens Corning rolled insulationAs for the rafters, I would recommend that you use a faced backing R-30 rolled insulation with the fiberglass side exposedBoth these two products are available at Home Depot or Lowe's you might want to check into the availability of a federal tax credit as wellGood luck !!!
