If that solar panel came with the car, the panel is most likely defective. Make sure you're in bright sunlight, and try holding the car so that the wheels are not touching the ground. If the wheels still won't turn, even slowly, then the panel is bad. If each person in the class got one, see if you can try your panel on a friend's car, or their panel on your car. If this is just any little panel, it could be that the panel simply does not have enough voltage, current, or both to power the motor on the car.

Clouds, location on earth, season, angle of the solar panel; these are all things we need to know to calculate it. Odds are it should have the average rate it produces electricity written on the back panel or with the instructions that came with it. I know of no solar panel retailers that do not also offer free installation. You should get your money back or get that free installation (and then you never have to worry about how much power it has, it just gets you what it can).

(ultimately, the best answer is to turn the car so that it's angle to the sun is optimal -- but the road/travel direction constraints are what ultimately prohibit that.) while there are ways to build sliding panels, the weight constraints would interfere with your weight/thrust ratios to the point of futility. if you really need that panel somewhere else, don't slide it out of the way, just buy another panel and mount it there. it's more expensive, but it's actually the cheapest solution in terms of design on a mobile platform.

Once the base line energy needs of the household has been met with solar thermal, a much smaller photo-voltaic system can be installed for lighting and to run the pumps in the solar thermal system and the fans in the absorption air-conditioning unit powered by solar thermal. Since solar thermal is less than /0 the price of solar photo-voltaic, this should dramatically decrease the capital needed. Also remember that lower price solar photo-voltaic systems are on their way, development is going very quickly, the commercial units you buy today will probably be any where's from $4 a watt to $0 a watt but $ a watt systems have already been developed, just not widely available yet. You may also want to consider using solar shingles instead of solar panels for your photo-voltaic system.
