You can't really judge the watts for solar lighting the same way you could for dc lighting. This is because of several factors The lights that you showed ARE NOT high quality lights and furthermore; they are not a well-known brand. Also, I would be suspicious of any store that offers lights for less than half of what other stores do. They are dumping the merchandise, which means it could have been sitting around for a while. MAXSA Innovations makes good solar lamps, so does Solar Goes Green. As the other responder wrote, you are better off using dedicated solar spot lights or floodlights than trying to integrate a solar panel into regular solar lights. A 00 Watt solar panel is pretty strong, and you also would need a battery. Unless you know how to rig up the system with appropriate controllers to make sure too much energy doesn't get into the rechargeable battery (lithium ion or NiMH), you take a risk on having the whole system fry out.
Q:I have two solar panels that were going to be trashed at work. I want to use them to charge batteries on my RV but i noticed they put out around 20 volts in direct sunlight. So i am wondering: -isn't this way too much voltage for a 2 volt system? -do a need some sort of a regulator connected to keep them from overcharging?
20 volts is a common open-circuit voltage for nominal 2v panels. The panels put out about 5v at full load. If the panel puts out little enough that it takes 20 hours or more to put a full charge in the battery you can get by without a charge controller - just keep the cells topped up with distilled water. A charge controller will do a more efficient job, though. The most efficient charge controllers use what's called Maximum Power Point Technology (MPPT) which lets the panels operate at their most efficient point throughout the battery's charging cycle. The charge controller should have the same or higher wattage as the panels it controls - if you're not sure of wattage, assume that they are the same as similar area panels you find for sale. Before buying a charge controller, connect the panels through an ammeter to a discharged battery. They may have been trashed because of damage and low output. You need at least an amp for trickle charge, 5 amps for reasonable recharge times.
Q:I've been reading up on Solar panels because I think in the long run this would be beneficial in the long run. My Dad had looked into it before passing and had said it was too expensive. How much does it range for getting them placed on the roof and how exactly does that work? Would that be Portland General Electric? I used to live in Beaverton. I think technology has not progressed enough for solar electric panels to be a good deal in that area. Too many clouds. If you were over in Eastern Oregon, that would be clearer. If you meant Pacific Gas and Electric, that's another story. It's a good deal in most places in California. PGE only gives a trivial rebate on panels now, but that's ok.

The rating of a solar panel is a maximum continuous rating. A 200 Watt panel will give a maximum of 200 watts under ideal conditions. A computer and monitor use about 400 Watts. not per hour - watts is Volts * Amps and a measure of Power. In hour a computer and monitor uses 400 Watt hours (Wh). Wh is a measure of Energy. To power a lab of 0 computers you will need 0* 400 = 4000 Watts. To run this from solar panels through the day only you would need a 4000 Watt panel. Except - its cloudy, the sun is in the wrong place - many factors reduce the output. To be reasonably safe you would need about a 2000 Watt panel. Then you would need batteries to store power through dull periods AND a voltage converter to change from low voltage DC from the solar panels to the mains voltage for your computers.
