There is a special tool kind of like a box cutter that you can use to cut it yourself, or they will cut. You could certainly get one 60x60cm.

That should not show through the back of the paper, but if the plastic is transparent it will show through that. You could try spray adhesive (sold in a can at hardware stores). Lightly spray the paper or plastic and gently layer them together, the quickly work from the centre to the edges to brush any wrinkles out.
