either way is acceptable. if you put the base on first, space it up about 3/8 to 1/2 inch so the carpet will tuck under. Carpet installers like to have the base on after because it's easier for them and covers a rough edge.Carpenters like to do it ahead of time so they can be done and can cut in the house without carpet in place. that saves them a lot of steps. from the homeowners point of view, being able to paint the trim without danger to the carpet is a plus, but realize that the carpet installers will bang up the new trim some, since the stretcher usually pushes against the trim. So You'll end up touching up the trim anyway.
Q:are polypropylene rugs soft?
It's not as soft as wool, but it's nothing as bad as walking on sisal. One thing I don't like about polypropylene is that it becomes matted easily, and it doesn't pop back up when it's vacuumed, like nylon pile rugs do.. Rather, the threads seem to stick together, and if you have to scrub out pet vomit or spilled mashed potatoes, it seems to matt even more. It's a nice-looking rug, and most likely a great price, but I'd keep looking.

Also, try and find out if there is a particular location for the smell as it could be mildew or something like that in a certain area of the apartment. you could even have a leaky pipe causing it to smell bad. BTW, if this is a basement apartment, it might be a damp smell from being underground.

Letting a putty knife or screw driver under there will probably loosen it. Remove the carpet and the pad.......pads are cheap and you want a fresh clean start. If the carpet is glued down.......well, you'll need a heavy duty flat scraper and start scraping. You'll also need a carpet glue solvent and plenty of open windows...at least. You may need breathing protection, getting the birds out of the house, etc.
