I can't imagine any employer allowing that condition to exist. A crane operator's attention must be on the job at all times. If the dog were to do something unexpected at a critical time, the operator may be distracted and lose control of the load.

Tower cranes assembly starts with the foundation of the crane with lot concrete blocks for fixing, then they fix the first bottom part of the crane then they fix the boom with the counter weights, when they want to extend the height, they fix a jack up machine which lift up the boom and then insert a vertical piece and so on till they reach the required height. During the first installation they use a small mobile crane and then after the crane it self lift and fix the pieces

In this situation a semicolon(;) is used to help people know that it is a series with a group of sentence fragments. Usually the counterweights can move back and forth on an arm. They are moved toward the crane when there is no load and away from the crane when there is a load. If the counterweights can't move, then the crane must be designed to hold (at least) the minimum counterweights in their fixed location. As the crane gets loaded, the net moment decreases, and then increases in the other direction as more and more load gets added. It is still likely that the maximum design moment when loaded far exceeds the moment due to the counterweights on an unloaded crane.
