Q:Which Speed of light?
Light is a form of electromagnetic radiation. Hi, a black light is producing a range of EMF which contains UV emissions, but also some high violet which you can see. When the UV light makes something fluoresce, you are not seeing the UV light reflected, but a lower wavelength of light which is emitted from the object. When the light energy hits the object it excites an electron and pops it to a higher energy level. When the electron pops back to it's stable state, multiple photons at different energies are released. So, you're not seeing the original UV light, but a by product of it, that's why only certain materials are fluorescent and to specific wavelengths of light.

You will need a can of lighter fluid and open the lighter and pull on inside part to remove it... once removed you will see a fiber material in the bottom.. to this material you add the lighter fluid and the put the lighter back together and wipe the excess off unless you want to light your hand... put the lighter in your pocket... now being that it is not an actual Zippo it is going to leak lighter fluid in your pocket and put a nice red burn spot on your leg from the leaking fluid... etc ...

The paint would have to be fluorescent paint in order to show under the ultraviolet lights (usually the black/purplish looking lights). They sell them as single lightbulbs that go into regular household sockets or you can buy them as fluorescent lights (long tubes) with their own fixture. Not too sure about the clothing part of the question. Just buying the lights themselves should make the whites on people's clothes glow.
