Q:Will a 2W, 2V mono solar panel power up a laptop battery?
I'm afraid neither of these panels will do much for charging or running your laptop. If the power brick is supposed to emit 5 volts at 5 amps, that's 75 watts. Neither of those panels provides enough voltage and the power output is obviously far too small. The capabilities of solar power are vastly overestimated for small panels. Sunlight is limited to about kilowatt per square meter under ideal conditions (summer time, clear blue sky, for a few hours around noon in the US southwest). But consumer panels top out at about 5% efficiency, so your limit is 50 watts per square meter - in other words you would need about half a square meter, or about six square feet, of panel to provide 75 watts. And even under ideal conditions you will only get that much for a few hours each day. Also, the panel's voltage output is not regulated, so even if you find a panel that emits 5 volts (this would actually have to be made up of groups of 30 cells in series, as they emit half a volt each at most) you can't just connect the panel output into your laptop's DC in. You'd need a regulated DC-to-DC supply, and since that is not 00% efficient it will cost a bit of the power... now you need even more panel area. All in all, not really a practical thing to carry along on a camping trip.

Yes, solar panels could change the world if they were especially cheap--but they're not and may not be cheap for many years, if ever. Lots of new technology could change the world but most of it doesn't. An example is the solar powered garden or fountain pumps. I have driven 2V computer fans directly from the small solar panels - useful for cooling of things such as pool pump housings. The solar regulator is used to convert the solar panel output to a 3.5V output in order to charge lead acid batteries. I have used MPPT regulators (maximum power point tracking) which is more efficient than the standard solar regulator. If you don't use these regulators you may find the solar panel producing up to 7-9V in good sunshine which is not good for your instruments that are expecting 2-3V. Hence the answer to your question is that you will need to have a battery being charged to get useful power from the solar panels via a solar regulator.

Installing solar cells cost money. It would swamp the capital spending portion of the school budget. I doubt the school board would put it into the budget because of the cost involved. If they did I guarantee you that, when presented to the voters, they would turn down the budget. There are several types of solar panels. If you mean photovoltaic panels for generating electricity, that is a really advanced project that few amateurs are equipped to do. In the long run, it will be a lot cheaper and easier to buy factory made PV panels. You can try building one by sandwiching an array of photovoltaic cells between a sheet of glass or plexiglass and a sheet of aluminum. Remember that this assembly must be able to withstand great heat, and it must be sealed to make absolutely sure it does not leak. So basically, you need to lay out the PV cells and wire them together to get the desired voltage and current, with some arrangement to allow the wires to extend outside without leaking. Then you enclose the panel around all four edges with aluminum channel and seal with silicone sealer. Lay it on thick and test thoroughly with water hoses to eliminate all leaks. As mentioned, it's easier and cheaper to buy them factory made. If you mean a heat collector for a solar house heating system or hot water system, that is just a matter of building a thin, flat aluminum box with a glass lid. For hot air, you just need to circulate the air through the box when the sun is shining. For water, you need to have some arrangement to pass the water through the compartment in thin walled metal tubing. You won't be surprised when I say it's cheaper to buy one factory made. Good luck.

I am pretty darn sure you need the regulator because all the advertising says that you must have one if you have more than one small solar panel. I think you can overcharge your batteries otherwise. Solar power is still not cost effective, so most people have solar power because they care about the environment more than they care about expenses. If you are poor, it is better to skip solar power, unless you are in an area where there isn't access to electricity. For example, we have a cabin without electricity. I am a strong environmentalist, too. Solar power is too expensive still, for low income people. It is better to focus on energy conservation, imo. such as change your roof to white, to save on A/C, as the head of the US energy dept. says (he is a nobel prize winning physicist). PS Dave might be right on that stuff, i don't know. but all the ads say you need a regulator if you are going to have more than one solar panel so I assumed this was due to risk of overcharging.
