Yes, splitters are available. But when you say you have the power, that is not the full requirement. Each segment of the power supply out (called a rail) has a limit. Too much draw on any single one will lead to device problems or even a failure in the power supply.
Q:How to join a power cable together?
You can install a plug on the cord to replace the one that was chewed off. Choose one with the same number of prongs as the cord has wires (2 or 3). Be sure to attach each wire to the correct terminal! Splicing the cord is also OK, and tape would not be a problem if applied properly, but I prefer to use heat-shrink tubing. When I do a top-grade splice, I first twist the wires tightly together without making a tail, then I solder them.
Q:When you buy a PSU, does it come with a power cable?
PSUs normally come with a power cord to plug them into a wall outlet, plus all the necessary cables needed to provide power to all the components of your computer. There are some minor differences. It will work if the wires are undamaged. But they will have been kinked when the cable got chewed. The cable is now dangerous, if the wires are pinched you may get a hot spot, melt the insulation and fire/shock hazard. Turn it off and replace the cable.
