Q:Is this Ceramic Tile?
All i will say is: its normally not a best thought to put it correct on top. It turns into extra seemingly for it to come up. After which the approach of taking over a layer of laminate and a layer of ceramic tile could be that a lot tougher when it happened. It's rather difficult to diagnose the problem without seeing what is under your tile. It could be that you had a thinset failure, or perhaps you have a moisture problem within the slab. I would try and take up the full tiles where you hear the crumbling. It is possible that you allowed traffic on the tile too soon after setting. The concrete might have not been cleaned well enough prior to thinset application, thus thinset bonded to tile but not to slab in this area. Pull up some tile and write back with what you found out. I would bet the thinset is bonded to the tile, but not to the slab.
Q:Can you Spackle over ceiling tile?
Not sure what type of tiles these are, but I'll guess this is a hung ceiling, with the metal strips holding up lightweight acoustic ceiling tile. If this is the case, spackle (used to fill holes in walls, etc.) is not an option. In theory, someone could mud the suspended ceiling, and it could possibly come out relatively smooth. However, hung ceilings are not made for this, and I doubt an amateur could pull it off with any degree of success. What's above the tiles? A real ceiling? If so, your best bet is to remove the hung ceiling, and either fix up the real ceiling above, or put a real ceiling up.

Q:I am going to be using a self stick floor tile in a mobile home. What can I use under it as a vapor barrier?
Staple the Luan over the tile make sure you use alot of staples to make sure your floor doesn't give at all and use liquid nails adhesive to help hold the Luan down. Also make sure no staples are sticking up because that would damage the floor tile. Then use a primer to paint on the luan to help the adhesive stick. I would also reccomend using addional adhesive. The adhesive on the back of the tile doesn't hold up very well. Spread vinyl floor tile adhesive over the floor and once it is tacky put your floor down. Make sure to let the floor acclimate to the room at least 48 hrs before installation. After you lay the floor it needs to be rolled with a 100lb. roller.

You would have to get quotes from several tile layers. Once you have their quotes, it would be up to you to select the tile layer that either offered you the most economical rate, the one you feel comfortable with. You might consider a handyman. In this scenario you would purchase the tile and your handyman would lay the tile. You handyman would be a lot cheaper than a contractor. Whom ever you decide to select, your best option is to get a referral from a friend, relative or co-worker.
