- Being that rubber mulch costs a good amount more than organic mulch your going to want to do it right so it lasts. First spray the area with a weed killer, anything that contains glyphosate is good (round up basically). Get a quality weed fabric, newspaper NOT being quality. You can usually find 3 year, 5 year, and sometimes 20 year or life time weed barrier, get the best you can, this will save you time and money in the long run. You can lay the fabric over the sprayed area right away or wait until the grass has died, either way the chemicals will take care of it, but it is easier to wait until the grass has wilted. place a good 2 of rubber mulch over the fabric, and apply a pre-emergent to the area. A common product is Preen but there are better products out there. Apply preen in the spring and again mid summer every year. Doing that, you will be very weed free.

- It is perfectly ok to bundle them together. Remember the heat tape should not touch itself, but make wraps around the pipe so they are about 1 apart. Do not wrap insulation over the thermostat as it needs to be open to the air. Wrap insulation loosely over the heat tape, make several wraps around the heat tape and secure with nylon zip ties. Any metal pipe fittings,valves,shut offs need to really be insulated well as they are the first to freeze up. Also dig down around any pipes that come up out of ground as the ground freezes down a couple of feet, heat tape/insulate down about 2'. Block up any holes in skirting as cold wind is also a threat. Do it now, vs. trying to thaw out frozen pipes in zero weather. Have a good dependable outlet to plug heat tapes into.

- I think you just need to wait for the school to address the questions you have. As to connecting cast iron. Welding it is almost impossible and I have never seen cast iron pipe threaded. You can get cast iron threaded fittings to use with steel pipe.

- If you do it yourself, you'll pay by the roll for the fence itself (typically 25 or 50' rolls) and then by 8' sections of pipe. Fittings are sold by the piece. Throw in a separate gate or 2 and you'll have your final price. If you get a contractor to install it, most likely he will give you price for the job based on the length of fence that you'll need. Just divide that by the footage and you'll have your price per running foot. Lowes has 6'x50' rolls for $85 for just the fence and a single gate was $35. 8' pipes were $12.86. I would say add at least $5 per fitting to connect the pipes and the post were $10.
