Go for used tires. There are many tire shops that have them. People buy new cars and then get after market tires put on so there is a good supply of used tires that have barely any miles on them for a fraction of the price. They won't sell them unless they have about 80% tread left, but most have more. I bought two Goodyear tires for my car for $70 including install and balance.

Snow tires are great for the winter, but they do not perform well during the summer. The traction is less than optimal and they wear quickly. But, you could get a set of rims from a junk yard to put winter tires on and swap them off in the spring with the summer tires. Trust me, once you go winter tires, you never want to go back. I should think of a rhyme for that. Anyway, my local junk yard only charges $15 for a cheap steel rim. It pays for itself really quickly when you consider mount and balance costs.

There's no way I'd do it. First of all, with the more flexible sidewalls, it will be like having a water balloon for a tire. Second, the bead (the part of the tire that fits on the rim) on a car tire is deeper than on a motorcycle tire, so sealing may be a problem. Tires are made to conform to the side and shape of the rim for sidewall stability and sealing and a car tire isn't going to do any conforming on a motorcycle rim. I know a car tire 1/3 the price of a motorcycle tire looks good, but how far will the $100 you save go toward replacing the scuffed up chrome and the ER visit for the hide taken off your butt after you have a catastrophic loss of aire pressure of it bucks you off in the first sharp curve?

The previous answerer has no idea how to read tire sizes. In a 235/75R-15 The 235 is the section width in mm. The 75 is the sidewall height in % of section width. The R indicates it's a radial tire. So, to compare the two tires. Current tires are 235mm wide, new ones would be 225mm wide. New tires: 10mm narrower, or about 7/16 narrower. Current tires have a sidewall that's 176.25mm tall, or 6.94. New tires have a sidewall that's 141.94mm tall, or 5.58. The sidewall height will be approximately 1.5 shorter, or in other words the tire will be almost 3 shorter overall and about 1/2 narrower. At highway speeds, this can be a BIG difference in the speedometer, and honestly, just stick with the 235/75-15. A 225/60-15 isn't a truck tire size, not for something as large as a Ramcharger.
