You description is not clear as to what is supplying and what is consuming the .2, 8, and 5. volts you mention. I get that your solar panel output is .2 VDC (volts DC), but is that open circuit or under load? Also, is the charger output AC or DC? What's using 8 volts? Circuits don't selectively use a portion of the voltage supplied. They use all or nothing. Is the polarity correct from your solar panel to your MP3 player? If your MP3 player requires DC for charging and you're feeding it the correct polarity, but too high a voltage, an overvoltage protection circuit in your MP3 charging circuit might be blocking the charging current from your solar panel. Go through everything again and if you need to post another question on YA, be specific as to what you're measuring, where, and whether it's the source or load you're measuring.
Q:Best orientation for my solar panel?
It doesn't make sense to me. I am at latitude 37.7,and my panels face south at about 38 degrees. Yours should be pointed north as you suggest. Being so close to the equator, and in the absence of any better information, an angle of 2 degrees would be appropriate. However, choosing the best angle will greatly to your overall efficiency, so I would try to find a more credible source, How about the folks from whom you buy the panels. They would know precisely. By the way, if you haven't installed the system yet you might consider going to a high voltage system to cut known line losses in the conductors between the panes and the inverter, I did that plus increasing the conductor size over that recommended by the manufacturer. I gained about two percent in efficiency

A little more than 0 watts per square foot, so that size panel would generate 250 watts under ideal conditions, which is noon on a sunny but not too hot day, near the equator. That's about /3 horsepower, or the same power as a man working hard. That is larger than needed to keep the battery of the car charged, unless you plan to run a laptop or something off it at night. The power is also too small to power the car for driving. If it's an electric car, you could get maybe another 2 miles per day out of the car, again, under ideal conditions. Q:how do solar photovoltaic panels work?
Hey E Girl, photovoltiac panels are pretty simple. They start with a solid block of silicone, and shave thin layers off of them, called wafers. Once you have about 72 of them, you take half of them and dope them with boron, then the other half are doped with phosphorous. Once that's done, they take one each phosphorous and boron wafer, and glue them together with a special conductive epoxy glue, and attach a wire to each wafer. When the two glued wafers are exposed to the sun, a reaction occurs that forces free electrons from the silicone particles from one wafer onto the other, and a voltage is generated between them, about /2 volt to be exact. Once all 36 pairs are glued together, they are wired in series, connecting the phosphourous wafer from one to the boron wafer on the next, and so on. If you start with 72 wafers, you'll have 36 pairs glued together when you are done. At /2 volt each, that makes a 8 volt panel, which is used to charge a 2 volt battery. The charging source always has to have a few more volts than the battery. These 36 pairs of cells are then arranged on some kind of back board, glued down, covered with acrylic glass and mounted in a frame. Well, you'll want to find the wattage your devices use. Then you'll want to be able to supply that with your solar cells. Plus a fair margin for emergencies. Most of them should have their expected wattage printed on them, but you could also get a meter to measure it. Beyond that, you will want an inverter, and some batteries.
