- It is a combination of dried backing and dust. I would suggest wearing a mask when you take them up. If you have dust allergies, it will certainly give you grief. Rugs not only need to be vacuumed on top, but should periodically be rolled up and vacuumed underneath as well, then the wood floor cleaned before putting the rugs back down.

- Using bleach doesn't mean the carpet is going to turn white. Most likely you are going to get a pale weird orange color.
