Hard to say. Solar panels are becoming more common these days. May want to ask if the vendor is licensed and bonded contractor (if he's doing installation as well as panel sales). Find out the name of the equipment that this guy is selling (panels and other hardware) and do a search. For that matter, get the guys name and do a search on it to see he pops up elsewhere.

You may not like it, but the answer's still the same. A car fan will draw anything from a few to several hundred watts, depending on which fan you're talking about (A/C, ventilation, cooling). A solar array will take up roughly one square meter to generate 00 Watts with the sun shining straight down onto it, so you'll need to cover (more or less) the entire roof (or hood) with solar cells in order to power that fan (minimum). If you still want to go ahead: Solar panels, Fuse, cables. Preferrably one cut-out diode per panel (in addition to the hopefully present internal diodes in the panels) in order to prevent one panle dumping its load into the next instead of into the fan. Much better option: get a low power fan (e.g a slow running computer fan) and connect it to that panel of yours. These fans make do with about 0 Watts (at a much lower air throughput), so you'll actually have a chance of running it from the solar panel without coverig your car in panels.

There are several types of solar panels. If you mean photovoltaic panels for generating electricity, that is a really advanced project that few amateurs are equipped to do. In the long run, it will be a lot cheaper and easier to buy factory made PV panels. You can try building one by sandwiching an array of photovoltaic cells between a sheet of glass or plexiglass and a sheet of aluminum. Remember that this assembly must be able to withstand great heat, and it must be sealed to make absolutely sure it does not leak. So basically, you need to lay out the PV cells and wire them together to get the desired voltage and current, with some arrangement to allow the wires to extend outside without leaking. Then you enclose the panel around all four edges with aluminum channel and seal with silicone sealer. Lay it on thick and test thoroughly with water hoses to eliminate all leaks. As mentioned, it's easier and cheaper to buy them factory made. If you mean a heat collector for a solar house heating system or hot water system, that is just a matter of building a thin, flat aluminum box with a glass lid. For hot air, you just need to circulate the air through the box when the sun is shining. For water, you need to have some arrangement to pass the water through the compartment in thin walled metal tubing. You won't be surprised when I say it's cheaper to buy one factory made. Good luck.

I just looked up how big a 50W solar panel is....it's about 64x64 centimeters...which is very big and expensive! So, solar power may not be the best solution to power, or charge a laptop battery. Maybe there are some solar powered chargers that charge the battery very slowly, but probably not.
