Do you know what is the rated Peak watts of the solar cell and the current needed to operate the relay. The power needed to operate the relay can be found from 9V * operating current, and that should be lower than the peak output power of the cell (perhaps significantly less as the peak power is produced only at high solar radiation levels. Another factor is whether the curves for the solar cell match the load. Typically the solar cells have a knee type diagram for the VI relationship, and that is why they need Maximum Power Point trackers to deliver a good power output.

If you use your cost at to days rates it does seem like a lot. But if you do the math like in real life with 3.5% compounded cost of living increases per year and 6.5% fuel increases per year. Well, you pay a lot more renting power. One other thing to think about and Al Gore keeps pointing it out is, Will your off spring be alive in 50 years from now if you don't buy the solar panel? Kind of like not going to the doctor because you can't afford the bill. Well I would rather owe a bill to a doctor that I will have trouble paying then not be alive at all to try. If you don't have the money to jump in and go full blown Green you should buy a starter system. You can get a system that can be expanded to 3000 watts (enough to power an energy efficient home). Would cost you about $8000 USD to get started and then you could add three solar modules at a time till you get it up to the 3000 watt max. And even have backup power. Or you could just buy a 000 watt system for about the same price and just add 3 of them over the years. There are many ways to get started. The deal is everyone needs to get started even if it is a small system. If all 50 million homes in the USA would install a small 000 watt system with 4 hours of sun light a day. We would provide (000 watts times 4 hours times 365 days times 50 million homes) 29,000,000,000,000 watts not from coal or nuke plants per year. I wonder if that would help?

OK your math on the solar panel looks correct, but you are missing some critical information. What is the load on your batteries and for how long is this load being applied. Calculate the amp-hour load to see if your solar panel can recharge your batteries with the amount of sun light available. A safe engineering standard is to have twice as much capability as required. If you have a 200 amp load for 7.5 minutes, this would be a 25 amp-hour discharge and will take your solar panel over 7 hours to recharge your batteries. Your solar panel can easily charge the batteries up to full capacity with out any load on the batteries, if the batteries are 50% discharged, this will take about 32 hours. CAUTION! I am assuming that you are hooking the batteries up in a parallel connection, that will give you over 200 amps of current. You should charge each battery up to full charge before you connect them together, if they are not at the same exact voltage when you connect them together, they will self adjust so that each battery is at the same voltage level, at 55 amps this could be a very large spark. Each cell, there are six (6) cells in a 2 volt battery, should be at 2.7 to 2.2 volts DC per cell at full charge. Make sure your battery has a voltage 3.02 to 3.26 volts open circuit or no load. This should be full charge if your batteries do not have this voltage level, say one battery is at 0 volts DC, it could have a dead or shorted cell. DO NOT use this battery until you can get it to hold a 3.02 to 3.26 volt DC level.

You would have to build a circuit to match the voltage of the solar panel with the voltage of the psp. one of the few things i can think of would be a model windmill that used a very small solar panel to turn a very small motor attached to the rotor on the windmill.
