double sided tape or industural strength velcro to adhere it to the floor...the velcro will work better...get it at your local hardware store (lowes, Homedepot, ace etc..)

Rug Doctor works great if you have a good strong person to get it from the place you rent it to your home and back again. Any more I prefer hiring a cleaning company that extracts the dirty water. Your carpet is almost dry when they get done and the carpet stays cleaner longer.

You don't salvage it, you throw it away! Mildew begin's soon after the water came in. You may not see the dampness, but when a pipe broke in my basement, a guy came with a meter was able to tell me where the wetness was even the walls had to come down. I've never heard of any one putting carpet pad down before applying carpet tiles. I have seen them install regular carpet they always glue the pad down place the carpet on top of that. If you don't get a better answer to your question I would call Home Depot ask them. I did find the instructions below for installing carpet tiles but no mention of carpet pad. DIRECT STICK CARPET TILES The carpet tiles are adhered to the sub floor using Roberts 656 Carpet Tile Double Bond Underlay Adhesive. The sub floor should first be primed with Roberts 370 Floor Wall Primer prior to the application of the carpet tile adhesive. If the carpet tile is laid into a wet film of adhesive it forms an almost permanent bond between the carpet tile and sub floor. The carpet tiles may also be laid into the adhesive when it has dried to a clear tacky film allowing them to be more easily removed if repairs or replacement is required.
