- I played on an electric piano from when I was 3 to 14 (I'm 15 now) and I got to grade 8 standard in doing so. Mine was about ?150 (not sure what that is in dollars) and I got it from a second hand store. They're fine to learn on, but if and when you get a real piano you will feel the difference, mostly in the weight of the keys. I love my new piano, it's so much better than playing on an electric, but I do rate electric pianos very highly, and you can get a beautiful sound from them. Wouldn't recommend using a keyboard, depends on how serious you are about playing/learning. Good luck!

- Just about all OS, you get keyboard layouts from the Install CD. To install on a Windows box: Click on: start | settings | control panel. Double click on keyboard then click once on language. Click on Add, then scroll through until you find the German (standard) keyboard. Follow the instructions to install the German keyboard.

- Its hard to tell, but if one things for sure, its not your fault. If the keyboard is very used, then the bluetooth may be broken in it. Always try switching the batteries, even if 1 battery is dead, it has trouble connecting.

- Piano's are generally, in fact always my personal preference. Let me elaborate: I'd like to make it clear that keyboards do not have weighted keys. This may sound like a minor inconvenience at first; however if you are seriously considering Music then the Piano is the best option. If you have been practicing on a keyboard then it will prove a major issue when you come to play at a recital. Additionally, it can be said that the Piano has two more octaves (I think) therefore if you're interested in Classical Piano, which is what it seems like, then you should ideally consider the Piano. In conclusion, it's up to you. I don't personally have knowledge of your playing style and what genre you are interested in. I would assume it was Classical because you have asked in this category; however who's to say that Y/A supposedly picked the right category and you trusted them with this category.
