Q:I live in a higher LATITUDE so in the winter months, there is a limitation in the amount of sunlight available, but will this impediment restrict the ability of solar panels to function due to the lack of sunlight involved?

Solar panels are expensive and can only produce so many watts per square meter. If you have less sunlight, you'll need more panels to get the same amount of power. Germany has a relatively high latitude, and are reported to make extensive use of solar panels (funny, I spent 2 weeks there last month and saw very few panels). The reason for their use of the panels is that their government offsets the cost of installing them through subsidies. Other governments have similar programs.

In some places you can sell extra power back to your utility - so having extra panels might give you some small amount of money back - but this is rarely enough to justify the cost of the extra panels. I put 28 panels on my house (see picture in source URL). My utility has tiered pricing for electricity (first few kWh each month are cheap, but price for extra ones goes up in stages). My panels keep me from having to pay the higher rates.

I have had my system for almost a year and love it. I got a 3.74 kwh/dc system, my highest electric bill was $35 in the dead of winter and last month was $6.. I paid $6K for the system and was told I would break even in my 6th year, that was factoring in a 5% annual rate increase. In my area the last few rate increased have been well over 5% and they are talking up to 2% next year. Just keep in mind the amount of energy you use will determine how large of a system will work best for you. My system is tied to the grid, so I don't need a storage system. My utility has net metering, so I sell them my excess during the day and buy back what I need at night.
Q:I am trying to built a circuit that will power two USB ports (both 5V and 0.5 amps) from the output of a solar panel that produces 20V at 0.2 amps. I have a voltage regulator that runs at 5v and 0.5 amps but I can't figure out the best way to boost the current up to 0.5 amps before I incorporate the voltage regulators.
If you want to power both USB ports at the same times, It might not be possibble. Your solar panel only supplies 2.24 Watts (20V * 0.2A) of power and you need to deliver 2.5 Watts (5V * 0.5A) to the ports. Subtracting any losses from your regulator(s), you will be WAY over your power budget. You will need more of a solar panel or less of a load.

Only okorder /... Each battery will will need to be enclosed in a box from the weather to preserve it as well as the charge controllers. All this work can be done with success, but will be costly if that's what you want, and want it done right. You have no short cuts around this unless you want to damage your cameras? I still say it would be much easier to run conduit under ground for your power supply to each camera, and it would cost less money and time.

solar panels are designed to charge 2v batteries, now depending on the power you need you can determine what kind to use there are many power ratings for the modules, for example if you want to charge two 2v batteries you can connect them in parallel, if you want to reduce the charging time you can use more than one module in parallel to increase the power.

The cheapest will be solar paint where you lay down some wires and paint the panel on. Solar roof tiles are also coming along but each tile has to be wired in. Currently the target is $ a watt. The efficiencies of these panels are very low but if the cost is low enough then the efficiencies won't matter. Keep in mind that even fossil fuel is solar power, just solar power captured by photosynthesis millions of years ago, and photosynthesis has a maximum theoretical efficiency of 6.6% with most plants achieving less than % efficiency so even an inefficient solar paint already outstrips our current energy sources in terms of efficiencies. The real problem is the business model. With solar energy you can sell the panels upfront but then what do you do for an income whereas with fossil fuels, you sell every kwh and bill each month.
