steel toe boots are just that a piece of steel fitted over the toes, composite toe boots use other materials that are just as hard BUT they do not have the connectivity levels as steel. if you are working in a cold climate steel toes will freeze them toes right off, also electrical environments. my advice get a good pair of composite ones, and you get what you pay for, its worth the investment. more than you could ever imagine. proper foot support. helps legs cramps, back pain etc...
Q:is tool steel reliable steel in construction of a sword?
It depends on the tool steel you are referring to and the function of the sword. L6 steel is a modern tool steel that a few smiths are using (Howard Clark, MAS, etc.), which produces some amazing swords that are both tough and flexible, but very few smiths are qualified to work with it and it is easy to screw up the heat treatment. T10 is another tool steel used by a few larger manufacturers (Paul Chen, etc.), which has a very high carbon content and includes a tungsten ally which makes it very tough and a little more resilient then 1095 carbon steel, however, as with any very high carbon steel, they may be durable but may also chip or break. 1060 and 1075 is the standard steel for most modern production swords since they provide a good balance between hardness, and durability. Spring steel is good if you are concerned about a sword taking a lateral bend, but is only really necessary if you do a lot of tameshigiri and have not yet developed a consistent hasuji.

It's hard to give you a quantitative answer. There are different grades of testing standards for padlocks. It comes under the ASTM F883. You need to be more specific. The link only gives a picture and no details about the lock. But in general, stainless steel locks are pretty darn strong. Also, you are under the wrong impression about steel vs iron. Iron is a component of steel. Pure iron is very ductile and is softer than steel. Cast iron, is very hard, but is also very brittle and has limited uses. In general, mild steel is realitively soft and ductile. But, there are many different alloys of steel and some have hardnesses and strengths higher than cast iron. Stainless steel is typically more ductile that mild steel because of the smaller amount of iron in the recipe. There are exceptions to that as well. The 400 series of stainless steels have higher amounts of iron and can be heat treated to hardnesses equaling the better steel alloys.

Stainless can oxidize over time but it doesn't look much like regular rust. Depending on the exact composition of the stainless alloy in question and what other materials are in contact with it, that's more or less of an issue. In constant contact with skin oils and gentle polishing from contact with skin and clothing, watches rarely rust regardless of what they're made of, I think you have nothing to worry about. Note: for future reference, bleach is absolute hell on stainless. It's bad enough on steel, worse on stainless. Especially because you have this idea that stainless is more or less impervious, when in reality it just isn't.
