All steels are hardenable if you use the right process. Most stainless steels are magnetic but usually more weakly than mild steel.

If i understand you correctly, i think you misunderstand shafts. Steel shafts vs. graphite shafts these days is more of a competition of weights, not flexibility. Both steel and Graphite have different flex profiles available from Ladies (L) to super stiff (X). Graphite may feel a little more whippy than steel because of the lighter weight. Shafts will vary by company as well. Stiff from True temper may not be as stiff as one from Aldila, or vice verse. You can also make a shaft play stiffer or more flexible by where you cut the length. This is called tipping. Take more from the bottom and it will be stiffer, more from the grip end and it will play more flexible.

Chrome looks better, but it will eventually rust if it's exposed to enough moisture. Stainless steel will not rust. I would spend the extra money and get the stainless headers.

For steels with a four number code like 1020, 4140 ect the first two digits are the alloying information. I think you need to memorise those. 10 steels are plain carbon steel with no alloying. 41 steels are chrome-molly. The third and forth digits are the carbon content. 1020 is 0.2% Carbon, 4140 is 0.4% carbon. I don't know if there is a system to stainless steels.

Technically, this is known as ductility. a material which can be permanently bent and stretched is said to be ductile. Pure iron, when it lacks carbon and impurities like sulfur and phosphorus, is relatively soft, ductile, and weak. It's about as soft as brass. It can be stretched to about 50% of it's original length before it breaks. The amount a sample can be stretched without breaking is known as elongation. The key to steel is the addition of about 2 parts per thousand of carbon, or around 0.2%. This alters the crystal structure and makes steel much harder, stronger, and tougher, though it also becomes somewhat less ductile. Mild steel, with a low carbon content, has an elongation of around 30% Adding more carbon makes the steel yet stronger, but further reduces the elongation. Adding more than 2-3% carbon produces what is known as Cast Iron. Cast iron is brittle. It has virtually no ductility. It's pretty cheap to produce though.
