Fiberglass batt insulation is best bang for the buck. For 2x4 walls use R13 paper faced batts and for 2x6 walls use R19. Curious to why you are insulating the ceiling. The only reason I like to insulate the ceiling in the basement (or any floor joists area for that matter) is for sound insulation. For that purpose I have found that R13 unfaced insulation is sufficient.

A vapor barrier always will go the heated side. But in you situation, just use unfaced insualtion in both applications. DO NOT use any plastic to cover anything. This will only trap moisture.

fiberglass for sure. Foil-faced batt insulation is often used in cathedral ceilings because it has a 0.5 perm rating, providing the permeability rating often required for use in ceilings without attic spaces. A vent baffle should be installed between the insulation and the roof decking to maintain the ventilation channel.
