Hummm... I have never heard that terminology applied to a portfolio. Here is MY take on it, but I suggest you contact the school to find out for sure. I don't think it means a typical 3 ring notebook with little office type 8.5 x 11 flimsy sheet protectors. Go to a good hobby supply store, such as Hobby Lobby or Michael's. There are plenty of very nice album covers there that mount sturdy plastic sheets on 3 posts. These are used for album creation, scrap booking, or portfolios. Just look around, you will see what I am talking about. But again, I may be wrong on this. You really need to get in touch with the school to find out for SURE. Not much to do with the AC except cover it tightly on the inside with a plastic sheet secured tightly. Covering the outside could be dangerous due to height and what if someone turns it on while that outside cover is on, you could damage the unit. Thats just the nature of those things, they are a big hole in your wall. The vent hood should have a damper that is forced open by the flow of air when the blower is on. Take off that filter and see if you can see such a thing and see if it is working properly. If you block this device off, use a non flamable material such as foil etc.

I strongly agree with previous answer. Water vapour will condense on plastic and this will bring mould. Your french drains may need clearing out, they do get full of sediment, maybe you could use bigger size aggregate for better drainage ? Also make sure the basement is well ventilated with air bricks, perhaps you could get more fitted so there is a better air flow. If you already have enough air bricks, make sure they are not clogged up with dust, spider webs etc.
