I take it you are inserting it the right way up, and can only think the plug needs to be bolted in. Look for 2 small bolts, and holes they will fit through. Something that big may need that, as it could shake out otherwise. There may be something that prevents you plugging in when the power is on. If all else fails read the instructions or contact Dell. I could come and help in return for a few favours.

The power for your hard drive actually comes from your PSU, in the form of a 4-pin molex connector. As for the SATA...if it is a SATA hard drive, you'll want a SATA motherboard. Almost all modern motherboards have these connections. If yours doesn't, I'd imagine it's just old...or really cheap.

There are a few, but we should be fine. Finally, take the paper clip and insert one end into the Green wire and the other end into any Black wire. And there we have it. Your power supply is alive and kicking. Again, this is a good way to test fans for functionality, CD-ROMs, and Floppy Drives. Almost any component that will plug into this is fine. I would not advise for your hard drive in case of data loss, but if it's a questionable hard drive (why else would we test it?) then you I'm guessing you don't care if it has anything on it, or it's too old to matter.

Yes I'm sure this would work. Just solder the red and black wires to an other usb cable and leave the other 2 data ones going into the computer. Plug the power usb cable into your adaptor and It should work. The device is still getting the 5volts it needs so I see no reason why it shouldn't work.
