if you are not planning to use the table saw for making and selling === as a hobbyist you do not need to spend 2K or 3K thousand dollars for a good table saw === you can buy a good table saw and inset it to a plywood extension table and actually have more flat surface than the high dollar saws that you have mentioned in your question ...... getting the right cut and a precise cut on most any table saw is the practice of measuring from rip-fence to blade cutting at the blade ---- measure the table grooves -- the blade cut to the rip fence -- several times == that is all the same stuff that you will have to do even with a $3,000.00 cabinet making table saw ..... The piece of machinery that you are talking about Sounds like a rail head grinder. Its used to smooth out the rails so when a train passes your hous it will seem quieter, and for the passengers the ride witll be smoother.
