The pros are that you will have one inch of flooring but the con is that since they aren't glued together, they will flex independently. If you are going to go that route, use some liquid nails between the layers of plywood and use ringshank nails to secure them.

Are you a dentist? If not, don't attempt to replace the crown - especially with temporary teeth cement. The very fact that the underlying surface has now been exposed to germs means that putting cement or anything else on to the area opens the tooth and the surrounding gum to infection. You'll have to wait to see your dentist on Monday. I note that I lost a crown and had to wait several days because I was overseas and couldn't locate a dentist. What I did was to wash my mouth with an antiseptic mouth wash several times a day. I found a dentist as soon as I could who cleaned the area thoroughly. My own dentist replaced the tooth. I no longer chew chewing gum. The practice is a recipe for disaster for those of us with crowns on our teeth.

If by 'cement' you mean mortar mix (sand and cement) or concrete (sand, small gravel, and cement) then yes it should. Just cement, I believe, will be too soft and shrink away and the wet cement will swell the wood unless it is varnished or shellacked. It would be a good idea to drill a couple of holes and put large nails crosswise through the dowel or add a cross piece screwed in place to anchor the dowel - which tend to be smooth - in the concrete. If the result is to be put outside in all kinds of weather, then providing a drain so water does not collect and damage the wood would be a good idea.
