- It could be a variety of things. A bad tire or bent rim will make your wheel 'shaky'. Try just a simple rotation by moving the front wheel to the back. If nothing changes - next area to look at is the ball joint. A bad ball-joint is not easy to identify when the car is just sitting on jacks. Same with a tie-rod end. Make sure those components are functioning properly. If all those things are in good shape - then you truly do have a mystery on your hands.

They'd rather come out of their cage and run on the floor. As C mentioned, the younger a rat is exposed to a wheel, the more likely they are to use them. Its more difficult to get an adult rat to start using one.
