You forget to mention the amount of power the motor consumes. You would likely need LOTS of 12V power to get the thing going. But first... I don't believe anyone makes a 230VAC 3-phase inverter. What is normally done is you would use a dynamotor - a generator directly connected to a motor - to generate the 3-phase AC current. The DC motor would naturally have to be strong enough to generate the necessary power.

You will need an inverter. You will also need a lot more current from you 12v source.

If it is an AC motor, the speed will be set by the frequency divided by the mumber of pair of poles. One pair of poles will give you the highest speed, equal to the network frequency. Most AC motors are two pairs of poles. You can also use a variable frequency drive. If it is a DC motor, it will spin faster if you reduce the shunt field current/voltage. I.e., descreasing the strenght of the fixed side magnets . .

are you sure its AC? i have never seen an AC motor with brushes.... that's usually DC... either way you should check resistance (ohms) from the hot and neutral and have continuity... usually pretty low depending on the size of the motor... then check for continuity between the hot and the frame of the motor... should be open or then it would be grounded and bad... if you have an open between the hot and neutral either the motor windings are bad or you need new brushes. it is best to disconnect the wiring to the motor directly at the motor junction box to isolate the motor.... if you were to check for continuity at the disconnect and have a broken feeder wire it may make you suspect the motor when it really isn't. you can check the hot wire to the brush, and from where the brush makes contact to the neutral for continuity also
