There is over 000 watts of power in a square meter of sunshine. A square meter panel converts only about 20% of it into electricity (200 watts). At my workplace, I have a photo-voltaic solar panel electrical system. Its maximum capacity is about 25 kilowatts. On a sunny day it will produce about 80 kilowatt hours of electricity, but we average about 50 kwh/day. At current value, that adds up to a saving of about $4,000 per year, which sounds nice but that's only about a tenth of my total power bill. The system cost $00,000. Pay-back is 25 years (which by coincidence is the length of the warranty). To answer your question more directly: solar panels are not quite efficient enough to be economical.

yes it is being done. i've seen adds for such a system. on the other hand, if you had a 5 sq in Lens focused on a small cell, and a 5 sq in cell, they'd be about the same. in fact, the cell might be a bit better because (A) there wouldn't be any loss in the Lens, and (B) it might be that the solar cell would use some frequencies to which the Lens was opaque. in addition, the cost of solar cells is dropping, making the cost of the mirrors or lenses uneconomical by comparison.
Q:how much money does solar panels save?
I can tell you for a fact you can save money with solar panels. I have a system. I have a 3.74 kw dc system which cost $26K, I got a $0K rebate from my utility and a $2K fed tax credit. I will break even or get ROI in 6-7 years. My system generates about $2K of energy per year. The benefit of a school is most of the energy will be produced during the time that the students are using the facility so you may see a better return. I still use much of my energy when the sun goes down. All businesses get a 30% fed tax credit when they install a system, and many states offer larger rebates to businesses. There are many factors that will determine the efficiency of the panels, my orientation isn't ideal so that drops my production a little. Shade can reduce the number of hours a panel can produce. The number of hours of sunlight and the number of days it is cloudy can affect production as well. Your utility policies can have an economic impact, not all utilities allow the meter to run backwards or buy back the excess energy you produce, most schools are out of session during the longest most productive days. The biggest problem for solar is the large initial payment, without grants or loans it is unlikely a school would have the money to put up a large system. There is no need to zero out the bill, even a partial system can save money.

In the state of Pennsylvania in the USA, a very basic 5KW solar installation will cost you $35,000. Putting the cost onto taxpayers via governmental subsidy to make an otherwise wretchedly expensive process viable may give you all sorts of warm-and-fuzzy feelings about renewable resources and reducing dependence on foreign oil and so forth. But the reality is that the true cost of solar panels exceeds that of nuclear power per KW delivered. Even today when nuclear plants start in the Billions-with-a-B in any currency you would care to name.

And if you have a solar collection system, you have to have a way to store the energy when you're producing more than what you are currently using. That usually involves an expensive battery array. But it's necessary. The power coming directly from the solar panels will be erratic and sending it to the battery array for storage and then use allows for the home to draw a consistent level of power. And this battery system also allows for storage of electricity for use when the sun isn't shining like at night. The system should be set up to use your power first, then go to the grid. It should also allow for distribution to the grid when your system has stored all the power it can and that's when your meter will run backwards and the power company will be paying you! There are a lot of federal and state income tax rebates for alternative energy installation costs. Check out what Oregon might toss into the package along with the Feds and see where you might come out.

That means in full sun light you will get enough power for 00 watts. Good job, but it won't do you much good. It will light a 00 bulb while there is bright full sun light. But in dark nothing.

That panel you reference puts out about 20W. @ 8V of DC. You can't wire that to a standard 20V outlet without a battery/inverter unit. Even then, you don't get a useful amount of power. In a full day you would collect enough energy to run a small TV for about an hour.
Q:how much do solar panels cost and r thay worth buying?
If you are looking into a credit or buy back of hydro, you should be inquiring about windpower not solar...you will have better luck creating more with that than panels. It is not so much the cost of the panels that is a lot, it is the cost of everything else you will need to use/store the power....inverter, batteries...etc
